The 1st Azerbaijan International Investment Forum Held at Sea Breeze

On September 22–23, the 1st Azerbaijan International Investment Forum (AIIF-2025) took place in Baku in Sea Breeze Resort. The event was organized by Azerbaijan’s Ministry of Economy and the Export and Investment Promotion Agency — AZPROMO, in strategic partnership with The European House — Ambrosetti and the TEHA Group, under the patronage of President Ilham Aliyev.

AIIF-2025 brought together political leaders, business executives, and experts from around the world, including Azerbaijan’s Deputy Prime Minister Samir Sharifov, Minister of Economy Mikayil Jabbarov, developer Emin Agalarov, Türkiye’s Minister of Energy Alparslan Bayraktar, renowned economist Nouriel Roubini, Head of Aramco Ventures Mahdi Al-Aadel, Montenegro’s Minister of Tourism Simonida Kordić, Serbia’s Minister of Internal and External Trade Jagoda Lazarević, and other distinguished guests.

As Azerbaijan’s Minister of Economy Mikayil Jabbarov noted, the participation of countries from Europe, the Middle East, and China confirms growing international interest in Azerbaijan as an economic and logistics hub of the region.

The program covered key topics including the development of the East-West and North-South transport corridors, the role of the South Caucasus and Central Asia in the emerging global architecture, industrialization and resilient supply chains, and investments in green energy. Separate panels focused on the real estate market and the development of Sea Breeze, the international medical cluster Sea Breeze Health Valley, and support for small and medium-sized businesses.

“Welcome to Sea Breeze! It is an honor for me to host the first International Investment Forum here, at the country’s largest resort, a project I have been developing for 19 years. Azerbaijan is developing rapidly, and we are proud to become a venue for global events. I would like to express my sincere gratitude to the President of Azerbaijan Ilham Aliyev, Minister of Economy Mikayil Jabbarov, and all our partners and international guests. May this forum become an annual tradition where new ideas and projects are born,” said Sea Breeze founder and owner Emin Agalarov in his welcome address.

During the forum, 19 agreements were signed. Sea Breeze announced several strategically important initiatives and partnerships. Among the key announcements was the signing of an agreement with the international five-star brand Rixos (Ennismore’s All Inclusive Collection) to build a 500-room hotel. An agreement was also signed with Crowne Plaza (IHG) for a four-star, 195-room hotel project. In addition, the company announced that negotiations with Radisson Blu (Radisson Hotel Group), JW Marriott, and The Luxury Collection are in their final stages, and also introduced the Elie Saab brand as a future presence at Sea Breeze.

Another important direction will be the development of innovative infrastructure. An agreement was announced and signed with Digital Residence to create an IT hub — the first digital technopark on Azerbaijan’s Caspian coast.

Sea Breeze also presented several new projects: Sky Breeze in Shahdag — a mountain resort development in Azerbaijan; Fire Island, a new 200-hectare island in the Caspian Sea; and a large-scale initiative in medicine and wellness — Sea Breeze Health Valley, for which a number of agreements with partners were also signed.

At the Sea Breeze and Real Estate panel held on September 22 as part of AIIF-2025, participants discussed the impact of large-scale urban development projects on Azerbaijan’s economy and tourism sector.

The second day of the forum, September 23, focused on key investment directions — from strategic financing and agricultural development to the role of small and medium-sized businesses and industrial clusters. A panel discussion and presentation were held for Sea Breeze Health Valley, a future world-class international medical cluster on the Caspian coast that will bring together international clinics, research centers, biotechnology, digital medical technologies, specialized education, and medical tourism.

“The Sea Breeze Health Valley project introduces a fundamentally new approach to healthcare. It is not just a modern medical cluster but an integrated world-class ecosystem that will unite leading international operators, build infrastructure according to global standards, and open new opportunities for professional development for doctors and medical tourism. The government will support this project so that from the very beginning it takes its rightful place among the world’s leading medical cluster centers,” said Azerbaijan’s Minister of Health Teymur Musayev.

Konstantin Grinfeld, Managing Director of Sea Breeze Health Valley, noted that the project will become an international-level medical ecosystem. A master plan has already been prepared, and cooperation with leading international operators and investors has begun. Key steps for the coming year include the creation of a special economic zone and the establishment of strategic partnerships with major global players.

Hosting the first Azerbaijan International Investment Forum at Sea Breeze confirmed Azerbaijan’s growing role as a center attracting leading speakers and global partners. Sea Breeze strengthened its position as a world-class platform where ideas transform into projects and projects into long-term investments shaping the future development of the region.
