One of the key events of the business program was the Russia–Azerbaijan Business Dialogue, dedicated to strengthening bilateral cooperation, expanding investment ties, and implementing joint projects across key sectors of the economy.
The discussion brought together Emin Agalarov, President of Agalarov Development and Chairman of the Azerbaijan–Russia Business Council; Mikhail Galuzin, Deputy Minister of Foreign Affairs of the Russian Federation; Sergey Gorkov, Chairman of the Russia–Arab Business Council; Yury Danilov, Executive Director of the Azerbaijan–Russia Business Council; Kirill Lipa, CEO of Transmashholding; Rahman Mustafayev, Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Russian Federation; and Gulnara Ragimova-Deniz, Vice President and Advisor to the President–Chairman of the Management Board of VTB Bank.
Participants noted the consistently positive dynamics of Russia–Azerbaijan relations and discussed the development of trade, investment, industrial cooperation, transport infrastructure, education, tourism, and urban development.
Deputy Foreign Minister Mikhail Galuzin emphasized Moscow’s commitment to further strengthening relations with Baku. He also thanked Emin Agalarov for his contribution to cultural cooperation between the two countries and for organizing large-scale events in Azerbaijan featuring Russian artists.
Ambassador Rahman Mustafayev highlighted that relations between the two countries are currently experiencing active growth and consolidation. According to him, the expansion of bilateral dialogue is a positive signal and an important trend for future cooperation. He also emphasized the significance of humanitarian and educational ties, noting that approximately 8,000 Azerbaijani students are currently studying at Russian universities.
During the session, Emin Agalarov presented the key development priorities of Sea Breeze.
“Russian visitors are warmly welcomed in Azerbaijan. I sincerely believe that Azerbaijan and Russia are destined to maintain strong relations. Our countries should have not just good, but exceptionally strong ties. This year, more than 50 Russian artists will perform at Dream Fest, which will take place at Sea Breeze. This is just one example of how humanitarian relations between our countries continue to strengthen,” said Emin Agalarov.
Another notable discussion featuring the President of Agalarov Development was the session “Growth Drivers: Big Ideas from Business Practitioners,” which focused on the future development of the Russian economy.

During SPIEF, the Azerbaijan–Russia Business Council and the Roscongress Foundation signed a cooperation agreement. The document was signed by Emin Agalarov, Chairman of the Azerbaijan–Russia Business Council, and Alexander Stuglev, Director of the Roscongress Foundation.
The agreement provides for the development of cooperation in business, economic, and social initiatives, the expansion of bilateral and multilateral dialogue formats, and the joint organization of forums, conferences, roundtables, and other business events.
A cooperation agreement was also signed between the Azerbaijan–Russia Business Council and Transmashholding. The document was signed by Emin Agalarov and Kirill Lipa, CEO of Transmashholding.
The agreement is aimed at strengthening partnership relations, supporting joint projects in Russia and Azerbaijan, facilitating the exchange of expertise, and enhancing business ties between companies from both countries.
Another outcome of the forum was the signing of an agreement between the Azerbaijan–Russia Business Council and Sberbank. The document was signed by Emin Agalarov and Alexander Vedyakhin, First Deputy Chairman of the Management Board of Sberbank.
The agreement provides for long-term cooperation in promoting technological solutions developed by Sber’s ecosystem and its partners in the Azerbaijani market, supporting innovative initiatives, and expanding interaction between the business communities of the two countries.
