The legendary Italian hospitality brand Cipriani is set to debut an ultra-luxury destination within Sea Breeze, the world’s largest private development, through the creation of a five-star resort and branded residences housed in Azerbaijan’s tallest tower.

On January 31, an official signing ceremony was held in Milan, marking the partnership between Sea Breeze and Cipriani. The agreement was signed by Emin Agalarov, founder and owner of Sea Breeze, and Giuseppe Cipriani, representing the iconic family-owned brand.

Set on the artificial Halfmoon Island along the Caspian Sea coastline, the project will rise within Cipriani Tower, a 323-meter architectural landmark poised to redefine Azerbaijan’s skyline. The tower has been designed by world-renowned architect Shaun Killa, celebrated for his expressive, context-driven approach to contemporary high-rise architecture.

The development will feature Cipriani Resort Sea Breeze, a five-star hotel comprising 116 elegantly appointed rooms, alongside Cipriani Residences Sea Breeze, Baku — approximately 127 ultra-luxury, for-sale residences conceived to the highest international standards. Residents and guests will enjoy access to an exclusive collection of amenities, including refined banquet and conference spaces, a signature spa spanning approximately 1,647 sq. m, and Cipriani’s world-famous restaurants and bars.

More than 120 guests gathered at the Embassy of the Republic of Azerbaijan in London for the official presentation of the Sea Breeze project in the UK.

The event was supported by Elin Suleymanov, Azerbaijan's Ambassador Extraordinary and Plenipotentiary to the UK, and brought together representatives of leading companies in the real estate and investment sectors.

In 2025, the Crocus Fitness chain expanded significantly and strengthened its presence in Russia and abroad. In 2025, OK! magazine's awards celebrated their 15th anniversary, confirming their status as one of the country's key social and media awards. ZHARA MODELS agency celebrated its 5th anniversary. Today, it is the No. 1 agency on the market: 95% of the models at Moscow Fashion Week were represented by ZHARA MODELS.

In the past year, the ZHARA MEDIA partnership project increased the number of events by 250%. On December 23, Crocus Fitness, an international chain of premium fitness clubs, opened a new club in St. Petersburg, Crocus Fitness SKA Arena. The grand opening was one of the most memorable events of the season, bringing together partners, friends of the brand, and celebrities.

The evening began with guests gathering and getting acquainted with the new club's space: a tour was conducted, presenting the key areas and capabilities of Crocus Fitness SKA Arena. After that, everyone moved to the restaurant area, where the official opening ceremony took place.

On November 30, the official opening of a new club belonging to the international premium-class chain Crocus Fitness Navka Arena took place. On November 16, Sea Breeze Resort planted a pomegranate boulevard, planting 150 young trees from Geychey, where the largest and juiciest pomegranates in the country grow. This environmental initiative is becoming an annual tradition: the first 100 pomegranate trees were planted in Sea Breeze as part of COP29 and became a legacy of the climate conference.

Sea Breeze is developing based on the principles of environmental sustainability. Currently, around 11 million trees and plants have been planted in the resort town. The project undergoes environmental assessment at every stage of construction. Water and soil are regularly analyzed, and all engineering systems are monitored. In 2024, the resort was connected to a centralized sewage system covering not only the Sea Breeze territory itself, but also the entire 50-kilometer coastal zone and surrounding areas. Previously, more than a hundred local treatment facilities were used here. Now fresh water comes from centralized sources, and wastewater is drained into modern collectors without polluting the sea. Thanks to a systematic approach and environmentally-oriented infrastructure, Sea Breeze beaches are recognized as some of the cleanest on the coast of Azerbaijan.

Sea Breeze received Azerbaijan Design Award V for projects developed by the architectural firm One to One - Architecture & Design. The results of the award were announced in January 2026.

The Woodville project received an award in the “Landscape Design of Residential Complexes” category. The complex of townhouses and apartments forms a private living environment, where a well-maintained enclosed area combines green spaces, recreation areas, sports and children's infrastructure, creating a comfortable atmosphere for living and leisure.

Another winner of the competition was one of Sea Breeze's future projects, which was recognized in the “Architecture” category. The architectural concept provides for bright living spaces with spacious terraces and a well-thought-out system of public areas, including recreational areas, swimming pools, and commercial infrastructure.

On February 11 and 12, Tashkent is hosting the Move International Real Estate Summit — one of the key events in the industry, bringing together developers, investors, and market experts from different countries. As part of the business program, the founder of the Sea Breeze resort city, Emin Agalarov, presented the project's development strategy and shared his plans for the implementation of Sea Breeze Uzbekistan.

On February 10, on the eve of the summit, an urban tour was organized for participants to the Charvak Reservoir, the location of the future large-scale Sea Breeze Uzbekistan project. Six leading global hotel brands – Crowne Plaza, Radisson Blu, JW Marriott, The Luxury Collection, and Rixos – were announced at the forum, officially joining the development of the resort city. In addition, the Nobu Hotel, Restaurant & Residences project will be implemented on the Caspian coast in partnership with the international brand Nobu Hospitality. The company participated for the first time in the federal corporate lawyers' awards with a cover album project of songs by Muslim Magomayev and won in the Law as Art category, in the Intellectual Property section.

Sea Breeze has been presented for the first time at the international real estate exhibition MIPIM 2026, one of the world’s largest platforms for showcasing development and investment projects. The exhibition is held in Cannes and annually brings together leading developers, architects, investors, and representatives of city administrations from around the globe.

On the opening day of MIPIM, the official opening ceremony of the Sea Breeze stand took place with the participation of Filippo Rean, Managing Director of RX France, Nicolas Boffi, MIPIM CEO, and Leyla Abdullayeva, Ambassador of Azerbaijan in France. On September 30, the international Crocus Fitness chain unveiled its new club, Crocus Fitness Kutuzovsky, Russia's first Signature Lux project.

The new club, with an area of 3,600 m2, is located in the Poklonnaya 9 residential building, known for its premium apartments and status as an architectural landmark of the capital. On September 22–23, the 1st Azerbaijan International Investment Forum (AIIF-2025) took place in Baku in Sea Breeze Resort. The event was organized by Azerbaijan’s Ministry of Economy and the Export and Investment Promotion Agency — AZPROMO, in strategic partnership with The European House — Ambrosetti and the TEHA Group, under the patronage of President Ilham Aliyev.

AIIF-2025 brought together political leaders, business executives, and experts from around the world, including Azerbaijan’s Deputy Prime Minister Samir Sharifov, Minister of Economy Mikayil Jabbarov, developer Emin Agalarov, Türkiye’s Minister of Energy Alparslan Bayraktar, renowned economist Nouriel Roubini, Head of Aramco Ventures Mahdi Al-Aadel, Montenegro’s Minister of Tourism Simonida Kordić, Serbia’s Minister of Internal and External Trade Jagoda Lazarević, and other distinguished guests.

As Azerbaijan’s Minister of Economy Mikayil Jabbarov noted, the participation of countries from Europe, the Middle East, and China confirms growing international interest in Azerbaijan as an economic and logistics hub of the region.

The program covered key topics including the development of the East-West and North-South transport corridors, the role of the South Caucasus and Central Asia in the emerging global architecture, industrialization and resilient supply chains, and investments in green energy. Separate panels focused on the real estate market and the development of Sea Breeze, the international medical cluster Sea Breeze Health Valley, and support for small and medium-sized businesses.

During the forum, 19 agreements were signed. Sea Breeze announced several strategically important initiatives and partnerships. Among the key announcements was the signing of an agreement with the international five-star brand Rixos (Ennismore’s All Inclusive Collection) to build a 500-room hotel. An agreement was also signed with Crowne Plaza (IHG) for a four-star, 195-room hotel project. In addition, the company announced that negotiations with Radisson Blu (Radisson Hotel Group), JW Marriott, and The Luxury Collection are in their final stages, and also introduced the Elie Saab brand as a future presence at Sea Breeze.

Another important direction will be the development of innovative infrastructure. An agreement was announced and signed with Digital Residence to create an IT hub — the first digital technopark on Azerbaijan’s Caspian coast.

Sea Breeze also presented several new projects: Sky Breeze in Shahdag — a mountain resort development in Azerbaijan; Fire Island, a new 200-hectare island in the Caspian Sea; and a large-scale initiative in medicine and wellness — Sea Breeze Health Valley, for which a number of agreements with partners were also signed.

At the Sea Breeze and Real Estate panel held on September 22 as part of AIIF-2025, participants discussed the impact of large-scale urban development projects on Azerbaijan’s economy and tourism sector.

The second day of the forum, September 23, focused on key investment directions — from strategic financing and agricultural development to the role of small and medium-sized businesses and industrial clusters. A panel discussion and presentation were held for Sea Breeze Health Valley, a future world-class international medical cluster on the Caspian coast that will bring together international clinics, research centers, biotechnology, digital medical technologies, specialized education, and medical tourism.

“The Sea Breeze Health Valley project introduces a fundamentally new approach to healthcare. It is not just a modern medical cluster but an integrated world-class ecosystem that will unite leading international operators, build infrastructure according to global standards, and open new opportunities for professional development for doctors and medical tourism. The government will support this project so that from the very beginning it takes its rightful place among the world’s leading medical cluster centers,” said Azerbaijan’s Minister of Health Teymur Musayev.

Konstantin Grinfeld, Managing Director of Sea Breeze Health Valley, noted that the project will become an international-level medical ecosystem. A master plan has already been prepared, and cooperation with leading international operators and investors has begun. Key steps for the coming year include the creation of a special economic zone and the establishment of strategic partnerships with major global players.

From August 14 to 17, the Luzhniki Olympic Complex hosted the large annual festival for sports enthusiasts and professionals — Russian Fitness Fair. The event has been held with the support of the international premium fitness club network Crocus Fitness since 2018. It is the largest international festival and a major meeting point for both amateurs and professionals in the field of physical culture.

This unique sporting event in Moscow brought together a large community of people striving for an active lifestyle, as well as sports professionals including coaches, instructors, athletes, and representatives of the fitness industry and business.

Each year, the festival attracts more than 4,000 participants, providing an opportunity to learn about the latest trends, exchange experience, and gain inspiration for new achievements in the field of fitness.

At the exhibition fair, guests were introduced to the latest equipment for the fitness industry presented by both Russian and international companies.

The initiative to hold the Russian Fitness Fair festival is supported by the Moscow Department of Sports, which actively contributes to the development of the project.

On August 1, 2025, the Cabinet of Ministers of the Republic of Uzbekistan adopted Resolution No. 490, officially defining the framework for the implementation of the year-round resort project Sea Breeze Uzbekistan and confirming the state’s readiness to cooperate with Agalarov Development based on transparency, environmental responsibility, and a strategic approach to developing tourism infrastructure.

The document outlines the key provisions determining the scale, timeline, and principles of the project’s implementation:

• the total area of the future resort will cover 577 hectares in the Bostanlyk district of the Tashkent region;
• the project implementation period is 2025–2035. The land plot will be leased for 25 years with the possibility of extension;
• the resort’s master plan will be developed by the international architectural company Scott Brownrigg (United Kingdom);
• the construction of all engineering infrastructure on the resort’s territory — including roads, sewage systems, utility networks, and treatment facilities — will be carried out by the Directorate of the Tourist and Recreational Zone, while the costs of their development will be reimbursed by the investor.

The resolution places particular emphasis on environmental protection. In accordance with Clause 5 of the document:

• the discharge of waste into the Charvak Lake is strictly prohibited;
• the resort’s sewage system must be connected to the wastewater treatment system of Chirchik city;
• compliance with environmental requirements will be monitored not only by профильные agencies but also by the General Prosecutor’s Office and the State Security Service.

Agalarov Development guarantees full compliance with all requirements outlined in the government resolution.

“We fully understand the responsibility involved and have always planned to implement this project in strict accordance with approved environmental standards. Discharge into the Charvak Reservoir is impossible both technically and legally — this is clearly stated in official documents and will be monitored by the state as well as personally by me on behalf of the investor company,” said Emin Agalarov, President of the company.

At present, preliminary work is underway on the territory of the future resort, including cleaning the shoreline and removing accumulated waste. Construction work will begin only after receiving a positive conclusion from the state environmental assessment, as required by the legislation of the Republic of Uzbekistan.

A spectacular surprise for the audience was Azerbaijan’s first daily eight-minute drone show. Each night, 500 illuminated drones rose simultaneously into the sky above the Caspian Sea, forming symbols of Azerbaijan and the Sea Breeze resort city. The soundtrack for the show incorporated elements of mugham, the traditional Azerbaijani musical genre recognized by UNESCO as a masterpiece of the Intangible Cultural Heritage of Humanity.

The second day of the festival featured legendary songs by Muslim Magomayev, performed by Alessandro Safina, Anar Aghayev, Brandon Stone, EMIN, Aysel, Emiliya, Nigar Jamal, YUKHAN, Roza Zergerli, Tunzale Aghayeva, Farrukh Zakirov, Merab Amzoevi, Elchin Azizov, Nasiba Abdullayeva, IVKA, and Nani Bregvadze. The evening continued with solo concerts by EMIN and the iconic band Blue, which energized the audience.

The third day was dedicated to beloved 1980s hits — Super Star Day, a full evening of music and dancing featuring In-Grid, EMIN, Sandra, YUKHAN, Kosheen, Ottawan, No Mercy, Kevin McCoy (ex Bad Boys Blue), Haddaway, Secret Service, and Aqua.

The final day, Super Hit Day, featured outstanding performers Eva Simons, Sevanna, Alizade, Ceza, and Jah Khalib. The festival concluded with a set by the iconic Tyga, one of the most charismatic rappers of the modern era.

A spectacular surprise for the audience was Azerbaijan’s first daily eight-minute drone show. Each night, 500 illuminated drones rose simultaneously into the sky above the Caspian Sea, forming symbols of Azerbaijan and the Sea Breeze resort city. The soundtrack for the show incorporated elements of mugham, the traditional Azerbaijani musical genre recognized by UNESCO as a masterpiece of the Intangible Cultural Heritage of Humanity.

“This year the festival features incredibly cool artists, but we also prepared many surprises for the audience. Despite the wind, we created the country’s first musical drone show, which turned out to be spectacular. We also expanded the festival’s technical equipment and infrastructure, creating a unique atmosphere possible only at Sea Breeze, on the Caspian shore,” said Emin Agalarov, founder of DREAM FEST.

Fire shows and pyrotechnics, smoke and confetti, LED bracelets synchronized with the music, spectacular fireworks every evening, and powerful special effects made DREAM FEST memorable not only for its impressive lineup but also for its outstanding technical production.

An important tradition of the festival is the ceremony of unveiling stars on the Sea Breeze Walk of Fame. This year during DREAM FEST, In-Grid, Kevin McCoy, Kosheen, and Secret Service unveiled their personalized stars. Stars were also laid on the Walk of Fame for Tyga, Ottawan, Haddaway, and Sandra — the artists posed for photos with commemorative plaques and thanked the organizers.

On July 16, President of the Republic of Azerbaijan Ilham Aliyev and Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov visited Sea Breeze.

Sea Breeze founder Emin Agalarov briefed the head of state and the Chairman of the Halk Maslahaty of Turkmenistan on the projects currently being implemented and those planned for the coming period within the resort city.

Earlier in July, Sea Breeze also welcomed the President of Uzbekistan, Shavkat Mirziyoyev.

The Sea Breeze resort, which has already become a symbol of modern development on the Caspian Sea coast in Azerbaijan, has announced an ambitious mission — to become the most environmentally friendly resort in every country where the brand is represented.

Today, Sea Breeze welcomed a delegation from Uzbekistan, including representatives of the Ministry of Ecology, the State Environmental Expertise Center, as well as bloggers and journalists. The key principles that underpin the project in Azerbaijan and will be adapted for the construction of the new resort on the Charvak Lake were announced to the guests..

“I want Sea Breeze to become the most environmentally friendly project in any country — whether it’s Azerbaijan, Uzbekistan, Montenegro, or Kazakhstan. And this is not just PR — it’s a business necessity. Without clean beaches, parks, boulevards, and quality infrastructure and communications, I simply couldn’t sell real estate here. Everything I build must be not only beautiful but also sustainable, beneficial for the region,” said Emin Agalarov, founder and owner of Sea Breeze.

In Azerbaijan, Sea Breeze undergoes environmental assessments at every stage of construction. Water and soil are regularly tested, and all engineering systems are closely monitored. In 2024, the resort was connected to a centralized sewerage system that now serves not only the Sea Breeze territory but the entire 50-kilometer coastal zone and surrounding districts. Previously, over a hundred local treatment facilities were used. Now, fresh water is supplied from centralized sources, and wastewater is discharged through modern collectors without polluting the sea. Thanks to this systematic approach and eco-oriented infrastructure, Sea Breeze beaches are recognized as some of the cleanest on the Azerbaijani coast.

One of the project’s key features is the relocation of the construction line 400–500 meters away from the shoreline to preserve a wide public coastal area. Instead of the minimum permitted 50 meters, the space is used for parks, promenades, restaurants, and open access to the sea for everyone.

The same approach is planned for Charvak Lake, where issues of chaotic development, lack of centralized sewerage, and unsystematic waste collection have long affected the quality of the lake’s water. Sea Breeze has already proposed to the Ministry of Ecology the construction of a shared ring collector system that would collect and treat wastewater along the entire shoreline. According to Emin Agalarov, this solution is aimed not only at meeting the resort’s needs but also at improving the overall environmental condition of the area.

“We plan to implement the project in full compliance with international principles of environmental responsibility,”

added the developer.

“The Ministry of Ecology of the Republic of Uzbekistan attaches great importance to projects based on the principles of sustainable development. Partners interested in developing the tourism sector in Uzbekistan are committed to green-based solutions, which is especially important for us. The Ministry, in turn, is ready to provide full support to initiatives implemented in accordance with environmental standards. The initiator of the Sea Breeze project has confirmed readiness to follow all recommendations of international and local experts participating in the environmental review to eliminate risks during the design and implementation phases. Particular attention must be paid to obtaining a qualified expert opinion on the project’s feasibility, including assessment of possible risks and mitigation strategies, in order to prevent even minimal harm to Tashkent’s most important water resource — Charvak Lake,” said Aziz Abdukhakimov, Minister of Ecology of the Republic of Uzbekistan.

As part of the project, Sea Breeze will initiate the creation of an International Environmental Council with the participation of independent experts. The council will conduct a public environmental assessment and further monitoring of the territory.

According to Firuza Sultan-zade, PhD in Ecology, head of the Social-Ecological Center EcoSphere and founder of Azerbaijan’s Green Network, sustainable development today is not a trend but a necessity — and the Sea Breeze project is moving in the right direction. International specialists will be involved in evaluation and monitoring to ensure transparency and accountability at all stages.

“It is important to understand that if the project is implemented in full compliance with environmental standards, it can become a model of green tourism and sustainable development in Central Asia — creating jobs, bringing infrastructure investment, and drawing attention to the importance of protecting Charvak Lake,”

emphasized Firuza Sultan-zade.

At Charvak Lake territory, the project envisions a sustainable zoning model that includes preservation and restoration of the green balance, tree inventory, relocation and planting, and the creation of new green corridors. The project will use environmentally certified building materials and energy-efficient technologies adapted to the region’s landscape and climate.

It will feature open public spaces, eco-routes, boulevards, and promenades. Beaches will be divided into free and paid zones, but both will offer the same high level of comfort and amenities. The first development phase will cover 100 hectares out of a total plan of 570, and the entire 5.5 km shoreline of the resort represents only a small percentage of Charvak’s 95-kilometer coastline.

“For me, it’s important to take a systematic approach to eco-friendly development — in every region where Sea Breeze appears. That’s why I’m creating a universal model that can work by lakes, seas, or in the mountains. And yes, I truly want Sea Breeze to become the most environmentally friendly resort in the world,”

On July 2, during his state visit to Azerbaijan, President of the Republic of Uzbekistan Shavkat Mirziyoyev, together with President of Azerbaijan Ilham Aliyev, visited the Sea Breeze resort.

The founder of Sea Breeze, Emin Agalarov, informed the Presidents of Azerbaijan and Uzbekistan about the ongoing and upcoming development projects within the resort.

Emin Agalarov also presented the updated master plan concept of Sea Breeze Uzbekistan, located on the Charvak Lake.

This autumn, the international premium fitness club chain Crocus Fitness will introduce a new space at the SKA Arena. The planned opening date is October 1, 2025.

On June 20, in his capacity as Chairman of the Board of the Azerbaijan–Russia Business Council, Emin Agalarov signed cooperation agreements with the All-Russian Public Organization “Lawyers of Russia Association,” with the participation of Chairman of the Board Mr. Gruzdev; with the RK-Investments Foundation, with the participation of Adviser to the President of the Russian Federation Mr. Kobyakov; and with the Russia–Azerbaijan Business Council.

The international premium fitness club chain Crocus Fitness, founded by Emin Agalarov, has opened its doors in the Amur Region.

This is a new franchise project of the network in Blagoveshchensk, with a total area of 5,000 sq. m, offering guests a full range of opportunities for individual and group training, effective workouts, and quality leisure.

On June 10, during the Tashkent International Investment Forum, Agalarov Development signed an agreement with the Ministry of Investments, Industry and Trade of Uzbekistan to explore opportunities for promoting the tourism industry in the Republic of Uzbekistan. At the first stage, the plan is to develop 100 hectares of land with residential real estate, hotels, villas, and restaurants on the shores of Charvak Lake in the Bostanlyk District of the Tashkent Region as part of the construction of the all-season resort Sea Breeze Uzbekistan.

“In December 2024, the project was presented to the President of Uzbekistan, Shavkat Mirziyoyev, who emphasized the need for a thorough review of the project and instructed that a commission headed by the Prime Minister be established to develop the legal framework for its implementation and assist in resolving infrastructure issues.” In April this year, the President also reviewed the presentation of the master plan developed with the participation of several international companies. The total area of the project will cover 577 hectares.

The tourist center will be located on both shores of Charvak Lake, 80 km from the capital of Uzbekistan. As part of the territory development project, a bridge is planned to connect Sea Breeze Uzbekistan with the main highways, reducing travel time from Tashkent to about one hour. Sea Breeze Uzbekistan will make a significant contribution to the tourism and economic development of Uzbekistan, building on the company’s existing experience in Azerbaijan.

One of the key goals of the project is to develop Uzbekistan’s tourism potential. The main objective of Agalarov Development is to implement infrastructure projects based on advanced environmental solutions. For more than 18 years, the company’s president, Emin Agalarov, has been developing and building infrastructure in Sea Breeze on the Caspian coast. All stages of construction are accompanied by environmental control and monitoring; waste is processed and disposed of responsibly; wastewater is treated through specialized facilities; and collected materials are sent for recycling, contributing to environmental safety and the efficient use of resources.

More than 10 million trees have been planted in Sea Breeze, creating favorable conditions for wildlife as well: animals and birds live there in a comfortable natural environment. Through the Sea Breeze Uzbekistan project, the company also intends to demonstrate environmental and construction solutions that are unprecedented for the Uzbek real estate market.

At present, Agalarov Development has not yet begun construction activities on the shores of Charvak Lake. Currently, work is limited to cleaning the coastline and collecting waste. According to the legislation of the Republic of Uzbekistan, no construction work can begin without an environmental review conducted by the Ministry of Ecology, Environmental Protection and Climate Change, as well as authorized bodies of the Tashkent Region and the Bostanlyk District.

The solutions developed by the company will be presented in accordance with established procedures to all relevant authorities, and any construction work will begin only after positive conclusions from the state environmental review are obtained.

The company also plans to involve well-known architects and engineers from Uzbekistan, as well as public figures, in discussions about the project. One of the key issues in the construction approach is wastewater treatment, for which a comprehensive set of solutions is planned. “It is known that the existing recreational areas and tourist complexes on the shores of Charvak Lake are connected to a sewage system that directs wastewater to the Chirchik treatment facilities.” These facilities are located significantly downstream from the water intake point for Tashkent’s water supply system. One option under consideration is connecting Sea Breeze Uzbekistan to this system.

At the same time, Agalarov Development recognizes its responsibility for the corresponding expansion of the system’s capacity and its timely modernization. Most of the treated water will be reused for irrigating the territory of Sea Breeze Uzbekistan and for other operational needs. The discharge of wastewater directly into the Charvak Reservoir is strictly excluded and will not be considered during the implementation of the project. Strict control over this will be exercised by the state authorities of the Republic of Uzbekistan.

The Sea Breeze project was presented for the first time at the international real estate exhibition MIPIM 2026, held from March 10 to 13 in Cannes, one of the key global platforms for showcasing development and investment projects.

Sea Breeze’s debut became a notable event for the international professional community. Throughout the week, the project’s 180 sq. m stand served as a major attraction point for investors, architects, developers, and representatives of international media. Countries including the United Kingdom, Belgium, Brazil, Oman, Italy, Saudi Arabia, Albania, and others presented their projects.

On the opening day of the exhibition, the official inauguration of the Sea Breeze stand took place. The ceremony was attended by Philippe Réan, Managing Director of RX France, Nicolas Boffi, Director of MIPIM, and Leyla Abdullayeva, Ambassador Extraordinary and Plenipotentiary of Azerbaijan to France. The opening was followed by an official presentation of the project. Emin Agalarov, founder of Sea Breeze Resort, presented the long-term development strategy for the Caspian coastline, emphasizing that the project is being developed as a fully integrated urban environment with comprehensive infrastructure.

Architectural models of key projects from the new development phase were showcased at the Sea Breeze stand, including Halfmoon Island and the Caspian Dream Liner complex. As part of the exhibition program, a presentation was delivered by Darren Comber, CEO of the international architectural firm Scott Brownrigg, who oversees the master plan for the territory and its artificial islands.

This year, Azerbaijan was represented at MIPIM with not only one of its key development projects but also video content displayed on central screens, highlighting the country’s tourist destinations and demonstrating its growing investment potential and new development directions.

Throughout the week, the Sea Breeze team held dozens of meetings with investors, developers, and architectural firms, and gave a number of interviews to international media, including Financial Times, Forbes, Le Figaro, and Gala. Project founder Emin Agalarov discussed prospects for cooperation with international partners and architects working on key Sea Breeze facilities. Shaun Killa is among them, he is an architect and the author of the Cipriani Tower project, which is set to become the tallest building in Azerbaijan.

On March 12, a strategic agreement was signed to establish a specialized residence for senior citizens within Sea Breeze. The document was signed by Sea Breeze founder Emin Agalarov, Konstantin Grinfeld, CEO of the international medical cluster Sea Breeze Health Valley, and Boris Levin, Vice President and co-founder of Mediterranean Towers Assisted Living.

The agreement covers the development of an exclusive hospitality-style residence for seniors. The new complex will combine comfortable living, medical support, and recreational spaces. The project will be implemented based on the 30 years of experience of Mediterranean Towers in creating and managing modern senior living residences that provide residents with medical care, as well as social, cultural, and educational programs.

The project will become part of the Sea Breeze Health Valley medical cluster infrastructure and will introduce modern international standards of senior living and care to the region.

The culmination of Sea Breeze’s participation in MIPIM was a private cocktail event for partners, investors, architects, and representatives of international media. The evening brought together guests involved in the project’s development and international promotion, serving as a symbolic conclusion to the exhibition’s business program.

The 16th awards ceremony of the international “Real Estate Market Records” prize took place at Triumph Event Hall in Moscow. The event brought together hundreds of nominees — top managers from the real estate market in Russia and the CIS countries. The evening was hosted by Ksenia Sobchak and Alexander Pryanikov.

Following the results of the “Real Estate Market Records 2025” award, the resort city Sea Breeze became both a finalist and the winner in the “Sales Hit” category. Sea Breeze presented the Caspian Dream Liner apartment hotel, a standout highlight of its portfolio. This impressive 11-story apartment hotel, designed in the shape of a cruise liner, is being constructed on a purpose-built artificial island. In addition, the jury was presented with Halfmoon, a 50-hectare crescent-shaped artificial island, and The Grand apartment hotel, which had previously received an award from the Azerbaijan Urban Planning Committee in the Residential Architecture category.

On May 18, the grand opening of Sea Breeze Marina took place — a long-awaited event in the life of the Sea Breeze resort city.

The founder and owner of Sea Breeze, Emin Agalarov, together with his partners Orkhan Mustafayev and Arad Tevalkov, who are developing the picturesque residential quarter Marina Village, cut the red ribbon and unveiled the highly expected project.

“Today we are opening a complex engineering facility — Sea Breeze Marina, a fully-fledged yacht club that we have been working on for the past two years. Sea Breeze Marina will operate for the enjoyment of all residents and guests of the resort city,” said Emin Agalarov.

He also announced the signing of a contract with the Russian tour operator FUN&SUN.

As part of the event, the Azerbaijan Sailing Federation held master classes for children: young yachtsmen had the opportunity to take a short course onshore and enroll in a yachting school for further training.

From May 13 to 18, the 16th International Economic Forum “Russia – Islamic World: KazanForum” is being held at the Kazan Expo International Exhibition Center. Among the participants is Emin Agalarov, Chairman of the Board of the Azerbaijan-Russia Business Council and President of Agalarov Development. On the first day alone, the forum brought together more than 12,000 participants from 104 countries and 82 regions.

As part of the forum, the International Property Market is taking place, with Sea Breeze as a partner. On May 15, Emin Agalarov and Sergey Gorkov signed a cooperation agreement between the Azerbaijan-Russia Business Council and the Russia-UAE Business Council. On the same day, another cooperation agreement was signed between the Business Council and the National Association of Robotics Market Participants, with the participation of Executive Director Olga Mudrova.

Emin Agalarov also spoke at the session Global Trends in Real Estate: Adaptability, Digitalization, and Investment in an Era of Change, where he discussed the global development of Sea Breeze, construction phases, and future prospects. On April 24, the grand opening of the flagship sales office of Sea Breeze resort city took place in Khamovniki. The space is located within the Sadovye Kvartaly residential complex at 10 Efremova Street, building 4/4, structure 1. Guests were welcomed by the founder and owner of Sea Breeze, Emin Agalarov.

On April 22, 2025, a ceremonial unveiling of a personalized star dedicated to the outstanding writer, playwright, director, and producer Rustam Ibragimbekov took place at the Sea Breeze Walk of Fame. He was a People’s Writer of Azerbaijan and an Honored Art Worker of both the Azerbaijan SSR and the Russian Federation.

Rustam Ibragimbekov is one of the most prominent figures in Azerbaijani culture, a recipient of numerous prestigious international awards, and the author of iconic works that have become an integral part of world cinema. His films have received accolades at the Cannes, Berlin, and Venice Film Festivals. The film Burnt by the Sun won an Academy Award, while the культ classic White Sun of the Desert remains a traditional part of pre-flight training for cosmonauts.

The star was unveiled by Rustam Ibragimbekov’s family members, friends, and loved ones. Among the distinguished guests were film director and TV host Yuli Gusman, Honored Art Worker of the Russian Federation; Rector of the Baku Music Academy, composer and People’s Artist of the Azerbaijan SSR Farhad Badalbeyli; Chairman of the Azerbaijan Writers’ Union and People’s Writer of Azerbaijan Anar; Soviet and Azerbaijani actor, People’s Artist of the Azerbaijan SSR Rasim Balayev; diplomat and statesman Elmar Mammadyarov; Advisor to the Minister of Culture of Azerbaijan and Honored Art Worker Jahangir Selimkhanov; and many others.

Emin Agalarov, President of Agalarov Development and owner of Sea Breeze Resort city, was a speaker at the Founders business conference on the topic “Scaling a Business: 5 Key Growth Drivers.”

The SBC Award (Sport Business Consulting) has been bringing together professionals in the sports business industry for eight years, creating a platform for sharing expertise, identifying best practices, and fostering industry development.

A total of 602 applications were submitted for the competition, with 27 categories established, and a jury comprising 250 leading industry experts.

On April 18, during the official awards ceremony, the winners and finalists were announced, including Agalarov Development. In the Developer of the Year category, the company presented the Fitness by Emin Agalarov project, which includes Crocus Fitness, ZHARA Fit, and a wellness direction. Each project reflects a comprehensive approach to creating modern, in-demand fitness spaces that meet high standards of quality and comfort. On April 18, President of the Republic of Azerbaijan Ilham Aliyev, First Lady Mehriban Aliyeva, Vice-President of the Heydar Aliyev Foundation Leyla Aliyeva, and Ali and Mikail Agalarov visited the Sea Breeze development in Baku to get acquainted with both completed and upcoming projects planned for the area.

The founder and owner of Sea Breeze resort city, Emin Agalarov, conducted a tour of the territory and provided detailed insights into new real estate and infrastructure projects. The international fitness club chain Crocus Fitness has been recognized as the winner of the 12th Sport Facilities Award, earning the title of the best fitness club chain in Russia. This is one of the most prestigious awards in the country for achievements in the field of sports.

On April 16, the official awards ceremony took place at the Ministry of Sport of the Russian Federation, attended by some of the most renowned and distinguished athletes, including Irina Slutskaya, Ilya Averbukh, Svetlana Khorkina, and many others.

The evaluation criteria for the Sport Facilities Award include such parameters as the number of clubs in the chain, geographic coverage, management efficiency, brand philosophy and strength, marketing strategy and promotion principles, investment plans, technical equipment, and financial performance.

Crocus Fitness represents a product that successfully operates in four countries and will soon expand to a fifth country, Georgia. On April 14, the 20th anniversary Palm Branch of the Restaurant Business Award for the best new restaurant concept took place in Moscow at the Moscow Marriott Imperial Plaza.

Traditionally, special Palm Branch awards were also presented. Pavel Sharov, managing partner of the AgalarovRest group, received an award for his 20-year contribution to the restaurant industry, effective restaurant management, and support of the award. On April 14, President of Uzbekistan Shavkat Mirziyoyev reviewed the presentation of the master plan for the Sea Breeze Uzbekistan international tourist center on the shore of the Charvak Reservoir, which will be built by developer Emin Agalarov with the participation of foreign companies.

The first presentation of the Sea Breeze Uzbekistan project, which received the support of Shavkat Mirziyoyev, took place on December 16, 2024, during which the president of Agalarov Development showed and presented general ideas and proposals for the construction of the resort. During the new meeting, Emin Agalarov presented Mirziyoyev with a detailed master plan, which provides for the phased construction of a tourist center with an area of more than 500 hectares.

Each of the 10 zones of the complex will include recreational facilities and various services. Shavkat Mirziyoyev emphasized that Sea Breeze Uzbekistan should be comfortable for all visitors and instructed that the complex be equipped with the necessary infrastructure.

On April 13, Emin Agalarov, accompanied by Deputy Prime Minister Jamshid Khodjaev and First Deputy Minister of Construction and Housing and Communal Services Davronjon Adilov, visited Charvak Lake: “Charvak Lake is stunningly beautiful. It is absolutely pristine nature where a world-class resort can be created,” noted Emin Agalarov. “In Sea Breeze, people will be able to live and have rest throughout the year, as well as purchase real estate and rent it out. A school, an aquapark, and recreational parks will be built here for children. Opportunities will be created for water and winter sports, and music festivals will be organized.”

The tourist center will be located on both shores of the Charvak Lake, 80 km from Tashkent, the capital of Uzbekistan. The southern part lies along a cape near the settlement of Yusufkhona, while the northern part stretches across the area between the settlements of Yakkatut and Boladala.

As part of the territory development project, a bridge will be built to connect Sea Breeze Uzbekistan with the main highways and reduce travel time from the capital to one hour.

From July 23 to 26, the sunny coast of the Caspian Sea will host the second edition of the grand DREAM FEST 2025 music festival. The resort town of Sea Breeze will bring together global stars, performers of legendary hits, and top artists to give the audience four unforgettable days of music, dancing, and amazing experiences.

On April 10, the Live ARENA hosted the 8th annual ZHARA MUSIC AWARDS 2025. The brightest stars of Russian show business gathered on stage. Awards were presented to the best of the best in various categories. The red carpet for the awards was decorated in warm orange and mustard tones and became a real show with performances by artists.

The most intriguing part of the event, year after year, is the announcement of the winners in each category. People voted for the best of the best on the ceremony's website over the course of a month. On March 23, Crocus Fitness Neva Towers in Moscow City hosted an event dedicated to the club's fifth anniversary. The name of the party, “Spring on the Neva,” reflected the spirit of St. Petersburg: the venue with a stage set up on the water reminded guests of the splendor of the drawbridges of the northern capital.

On December 10, at the Permanent Mission of the Republic of Adygea in Moscow, Emin Agalarov, President of Agalarov Development, was awarded the “For Mercy and Charity” medal by the Ministry of Education of the Russian Federation on behalf of the Head of the Republic of Adygea, Murat Kumpilov. A regular meeting of the Azerbaijan-Russia Business Council was held in Baku with the participation of officials and about a hundred representatives of various sectors of the economy.

On November 16, the resort town of Sea Breeze near Baku hosted an event dedicated to the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29). The event featured presentations on initiatives for the future development of the project as a “green” city, as well as the planting of a new pomegranate boulevard on the territory, which will become a legacy of the COP29 climate conference held in Azerbaijan. On October 22, the first dance studio of the Crocus Fitness chain of fitness clubs opened in the premium-class Estate Mall shopping and service complex. The 500 sq. m Dance Studio will become a new attraction for lovers of dance sports and active lifestyles.

The grand opening was attended by famous dancers and celebrity friends of Crocus Fitness, including Marius Weisberg, Angelina Melnikova, Ildar Gainutdinov, Dmitry Tarasov, Anastasia Kostenko, Ksenia Surkova, Ilshat Shabaev, Maxim Nestrechenko, and many others.

Guests at Dance Studio by Crocus Fitness were treated to performances by Victoria Daineko and Dmitry Koldun, a concert featuring Bolshoi Theatre soloists Olga Marchenkova and Alexander Volchkov, ballroom dancers Vladislav Kozhevnikov and Eleonora Metelitsa, Nikita Ladyzhensky and Angelina Nedbaylo, and the winners of the OBC international breakdancing championships. The dance show finale featured a tango performance by Luis Alfredo Squicciarini from Argentina and Dana Sakimova. Guests were treated to a salsa master class by a Cuban dancer and many other exciting surprises. Konstantin Tarasyuk was the host of the event.

The ribbon-cutting ceremony was attended by Igor Tsvirko and Kristina Kretova, principal dancers and leading soloists of the Bolshoi Theatre, as well as Emin Agalarov, owner of the Crocus Fitness chain: "Today we are opening the first dance studio under the Crocus Fitness brand. Now, in addition to classes at the main Estate Mall fitness club, residents of New Riga have access to all kinds of dance classes led by highly experienced trainers. I invite everyone to come and see this beautiful space for themselves. A pleasant surprise for the guests was the performance of young dancers – the children won over the audience with their talent and energy. Dmitry Koldun and Victoria Daineko danced on stage with the children and guests. Dance Studio by Crocus Fitness offers a variety of classes for children, so the whole family can participate.

The organizers prepared pleasant gifts for the guests and announced a raffle that will last until November 1: anyone can post a photo related to dancing on social media, tag @сrocusfitness_dance and two of their friends. The prizes include a year-long membership to the dance studio and other gifts.

On October 2, the Fitness by Emin Agalarov brand presented its new eco-club, ZHARA Fit, in the Vodny shopping center. The first eco-club in Russia, ZHARA Fit is a trendy, eco-friendly, and technologically advanced space for sports that is accessible and affordable.

The opening marked the appearance of the 20th anniversary club in the Fitness by Emin Agalarov portfolio. The new space is located on the top floor of the shopping center. The interior of the eco-club, decorated in stylish black and lilac tones, differs from the first ZHARA Fit club in the VEGAS City shopping center, while retaining the overall concept of the chain. Next summer, an open terrace is planned to open on the roof of the Vodny shopping center, where it will be pleasant to hold outdoor training sessions and sunbathe on hot days.

The distinctive feature of ZHARA Fit clubs is their democratic and progressive approach to sports. The 1,200 sq. m gym has a DJ, is equipped with modern Sport Art equipment, and offers visitors two levels of changing rooms – standard and comfort. The club employs professional trainers who have been trained by top Crocus Fitness coaches.

From October 1 to 6, the new ZHARA Fit club will hold open house days. Participation is free of charge.

On March 28, the selection round of the SPRING LAB educational program took place at Polo Cafe in Sea Breeze. The program is implemented in partnership with the social and environmental centre “EkoSfera,” and is aimed at developing environmental awareness and entrepreneurial skills among children and young people aged 6 to 22.

Participants presented 38 projects across four areas: “green” routes and environmental education, landscape and nature, eco playgrounds and nature-based games, as well as innovations in alternative energy and waste management. Based on evaluations according to criteria such as environmental significance, innovation, feasibility, practical value, sustainability, and presentation quality, 13 projects advanced to the finals, which will be held in May 2026. The author of the best startup idea will be awarded the Grand Prize — a cash award and the opportunity to implement the project at Sea Breeze.

The jury included representatives and specialists from the social and environmental centre “EkoSfera,” Sea Breeze, and the World Urban Forum (WUF13), as well as experts in sustainable development, culture, education, and ecology.

“The key value of this initiative lies in the fact that Sea Breeze provides the younger generation not only with an opportunity to present their ideas, but also with real support for their potential implementation. The opportunity to see a project brought to life becomes the strongest motivation for participants, confirming that their environmental initiatives are truly in demand and can become part of the sustainable development of the resort city,” said Firuza Sultan-zade, Head of the social and environmental centre “EkoSfera”.

On the same day, the children’s educational program Light for the Planet – Earth Hour Workshop was also held at Sea Breeze: participants took part in thematic workshops on creating eco-candles and “bioluminescence in a jar,” as well as a lecture on the significance of Earth Hour.

On April 2, a signing ceremony was held at The Grand for a partnership agreement between Sea Breeze and Raffle Group, together with Accor Group, for the development of the Swissôtel & Raffle Residences project within Sea Breeze. The agreement was signed by founder and owner of Sea Breeze Emin Agalarov, co-owner of Raffle Group, premium real estate developer, Rafail Nuri, and Vice President of Development at Accor Group Philippe Bone.

The project is a 13-storey residential complex designed by Melike Altınışık Architects (MAA), with an architectural concept inspired by the rhythm of the Caspian Sea waves and winds. It will feature 458 residences ranging from 45 to 309 sq. m. All apartments will be delivered fully finished and equipped with kitchen fittings for the convenience of future owners. Corner residences will offer enhanced features, including private terraces with jacuzzis. With its high-quality execution and architectural value, the project is well suited both for residential living and investment purposes.

The complex will operate under Swissôtel standards, offering residents premium services including a 24-hour reception, concierge services, housekeeping, and a personalized approach to each resident’s needs. Adjacent to the residences, a 150-room Swissôtel hotel will be developed, bringing the brand’s renowned Swiss quality of service to the resort destination.

The infrastructure will include fitness and spa facilities, indoor and outdoor swimming pools, underground and surface parking, as well as premium restaurants, boutiques, and a private beach with direct access to the sea.

The opening of the hotel and residences, located near the Casino, Halfmoon, and Dream Arena concert hall, is scheduled for mid-2029.
